Perhaps it has a different meaning in the US (like fanny) but the 'minged' ankle belongs to Hollywood actress Amanda Seyfried.

Superb. Almost as interesting as the Labia Museum in Simonstown in South Africa. I've never been in, as I just know I'd be disappointed.
And I thought the "sunshine and showers" tattoo was an all time low.
First off she's a daft cow and was told what it mean't. I also didn't understand her "I look at my foot and find it so hilarious" comment. *wtf face*
And I can't imagine Firth saying minge. He's so uptight.

The actress revealed her Mamma Mia! co-star Colin Firth was the inspiration for the unusual tattoo.
She told Glamour magazine: '...Colin Firth used to say that word on set and Rachel (McDowell) had to explain to me what it meant.
'So it's on my foot. It's to make me laugh, and every time I look at it I do.
Blame Firth, he's behind it, preying on the dim. I'm off to take a walk around Chiswick to listen for the sound of some posho shouting, "Minge"

This is truly weird. Not believing she can possibly have this on her in perma stencil and it not mean soemthing else as you suggest, I have done some research. As well as the usual definitions and the clear sense that this is a UK, British word, other meaning could be:

Totally stunning all round. An education.
Tis thought to be either of Romany or Germanic origin (when pronounced with a hard G as in MinGer and was used to describe the whole vagina and not just the hairy bits. (A bit like how we still have cunt from the old English/med English Quynte.)
